塀や金網に囲まれた街、『国際人権保護自立支援特別街区』――俗称、『鳥カゴ』。 　　そこは、最小限の経費で危険人物を隔離するために作られた、巨大な牢獄。 　　『住人』は、一歩でも敷地外に出ると、体内に打ち込まれたマイクロチップが破裂し、死亡する。 　　無法地帯と化した鳥カゴだったが、一般の人々は自由に出入りができるため、興味本位で入ったきり戻らない者も多く、特に若い女性の行方不明者が後を絶たなかった。 　　しかし、治外法権の鳥カゴ内に公の捜索が入ることもなく、自己責任として放置されていた。 　　そんな行方不明者を、家族からの依頼で探し出し、連れ戻す『逃がし屋』、ラギとリュウ。 　　命の危険もかえりみず、ゲーム感覚で仕事を続ける彼らのもとに、ある日、奇妙な依頼が舞い込む。 　　それは、一人の少年を鳥カゴの中枢まで連れて行ってほしいというものだった。 　　依頼人が提示したの桁外れの報酬に、リュウは危険を感じるが、『道に迷ったら明るい方を選べ』―― 　　命の恩人によるその言葉を指針にしているラギは、「引き受けてやる方が明るい道だ」と依頼を受ける。それが自らの存在を大きく揺るがす、触れてはならない鳥カゴの真実に直面する始まりとも知らず――。
